Ohio has Fallen – The Policy Error, The Trauma Blindspot, and The Instructional Harm
AAAS repeatedly states that science cannot exist in a vacuum. Literacy cannot exist in a vacuum either. Reading and writing have no purpose other than to mean something. The (1) practices and forms of literacy and the (2) functions and uses of both reading and writing have been extensively researched globally, in multiple languages, in the social, biological, and physical sciences, including STEM (Science, Technology, Engineering, and Mathematics).
Scientists in all these sectors use reading and writing in unique ways to negotiate, evaluate, and communicate knowledge, data, and findings, and their claims are taken up by powerbrokers in the public and private sectors who use the information they have gained for a myriad of purposes that might or might not be the original intent of the scientists.
The study of all these intersecting phenomena is referred to as “meta-science” – the science of studying science, the application of scientific analysis to the study of science itself. My research comes under the umbrella of this emerging paradigm, but only roughly fits. My studies of science have a sociological purpose, which is to contribute to the present and future health and well-being of children and to ensure their human right to develop higher order thinking, which is the foundation of the deep analytical reasoning they will need to survive in an increasingly complex and dangerous world.
This research has always included studying the societal contexts in which events are occurring. I use language as a portal, and I focus on reading and writing in situ. Most studies start with the jolts and kicks of catastrophic event that turn people’s lives upside down – especially the lives of children. Once through the portal the study encompasses every aspect of societal engagement that impacts the life circumstances of the children, their families, and their teachers. This research has taken me into the homes and schools of children living in urban and rural poverty, and into regions where catastrophic weather events have taken place, and into regions of armed conflict. In all these contexts my main concern is what’s happening to the children.
By its very nature literacy is a socio-political enterprise in which researchers and powerbrokers negotiate from the egalitarian to the nefarious. The lines between scientific research and commercial publishing in the Science of Reading Movement are inextricably tangled.
The Science of Reading is big money. It has created a situation in which some of the same researchers who conducted and/or promoted the NRP “five pillars” of reading instruction have lucrative contracts with publishers to consult on the design of SoR programs, advise state legislatures on SoR state laws, and benefit financially by consulting with states and school districts on SoR curriculum adoption and SoR teacher training contracts based on the SoR laws.
We know we are in trouble when SoR state laws used the National Reading Panel’s phonemic awareness and phonics meta-analyses, which are the basis of the “five pillars” reduce “reading” to series of metrics on reading tasks that require lower-order thinking skills, including rote memorization, pattern recognition, and basic recall of meaningless mechanical letter combinations that must be explicitly taught. The pronunciation of pseudowords is not reading.
This mind changing shift in the ways children are taught to read in U.S. public schools is an existential threat to democracy. Legislatures in multiple states have used the National Reading Panel report to pass laws to prohibit any model of teaching children to read that is based on meaning, structure, and syntax.
Democracy dies when a state legislature can make it a crime to teach “reading for meaning” punishable by the revocation teacher education program approval in public and private universities, and requiring the dismissal of teachers in public schools in which children experience reading instruction as meaningful in their everyday lives.
Teachers have lost their jobs because they taught phonics as linguistic processes in an integrated approach that minimizes teaching sounds in isolation. Teachers have been sacked because they taught children how letters represent sounds while they are reading and writing meaningful stories.
We should have rejected the NRP alphabetics meta-analyses when the Panel first published the findings. In 2003 and in 2006 Camilli and his colleagues published their re-analyses of the NRP’s quantitative data. The original NRP report noted a moderate-to-large effect size of d = 0.41 for systematic phonics instruction. Camilli’s replication adjusted for methodological discrepancies (such as removing a study lacking a control group) and found a much smaller isolated effect size ranging from d = 0.18 to d = 0.24.
The core takeaway of Camilli’s work is that literacy components work better together. They identified that while systematic phonics alone had a modest impact, other parallel elements in the studies yielded heavy benefits:
Systematic Phonics alone: d = 0.24
Language Activities: d = 0.29
Individual Tutoring: d = 0.40
Camilli and colleagues concluded that phonics alone should not be over-emphasized alone, and that combining phonics with tutoring and language activities tripled reading effectiveness. The forensic analysis supports Camilii’s findings and multiple errors and anomalies in the NRP report have been identified and documented.
The NRP Ignored The Impact Of Poverty And Adverse Childhood Experiences On Children Learning To Read
One of the fundamental errors the NRP made was ignoring critical sociological factors, including the high poverty rates in the U.S. and the fact that more than 60% of America’s children have had Adverse Childhood Experiences (ACEs)The failure to consider these factors rendered the NRP’s linear statistical model incapable of accurately providing any legitimate scientific information on how children should be taught to read. The NRP failed to account for how cumulative structural disadvantages and traumatic stressors, like household instability, disproportionately affect children’s long-term development
In her 1993 Nobel lecture, Morrison called language a “living thing.” But she also pointed out that “oppressive language does more than represent violence, it is violence. It does more than represent the limits of knowledge. It limits knowledge.” Morrison warned us that because language is alive, it is also vulnerable and susceptible to death if killed by censorship, carelessness, or political oppression, or by closing the minds of children.
Morrison argued that when language is stripped of its nuance and used for subjugation, it actively harms the speaker and the listener. It goes beyond just describing an act of cruelty or ignorance—it becomes the very mechanism of that cruelty by shutting down empathy, suppressing truth, and controlling how people think and exist. This is exactly what has happened in states across America because of the passing of Science of Reading state laws.
When the NRP narrowed their analysis to experimental studies, they not only ignored the life circumstances of children that impact their reading development, they also ignored the vast data bank of studies that provide scientific accounts of children’s early literacy development. This distorted their findings which undermines all the laws that use the NRP findings as “scientific evidence.”
In Reading And Writing Classrooms Children Actively Engage In Syntactic Construction, Semantic Mapping, And High-Order Morphological Problem-Solving To Produce Meaningful Texts
To make sure we are all aware of the enormity of the problem, I am including an expanded analysis, that I published on Substack on October 7, 2025, of the scientific drawings and writings of two children in a combined kindergarten and first grade classroom.
A class of kindergarten and first grade children were engaged in science projects for most of the morning. The room was filled with children’s books on insects and a few large tomes on the scientific study of insects. There were also insects in large glass jars. The children’s focus was on the biology of insects, including their appearance, behavior, and body parts, but also on their relationships with their environments and with people.

The child has considerable knowledge of phonics. AWRGRS is an impressive construction. In dictionaries the pronunciation of hourglass is represented by aʊər.ɡlæs. Note the unaccented vowel before glass. The child’s representation of hour – AWR – is a close representation of aʊər. The child’s ability to represent the sounds of words would be lost in a Science of Reading classroom in which unaccented vowels are represented by an abstract upside down ə in a digital phonics exercise. Children are taught what a schwa is instead of teaching them to read.

In the high poverty public school, in which the children produced the Hourglass Spider and Queen Bee texts and paintings, there were no commercial reading programs, and children did not participate in any explicit phonics lessons. Their development of sound-symbol relationships occurred in their production of texts. Also significant is the school’s high scores on standardized tests, and the drop-out rate in high-school for children who had attended the school was close to zero.
Their teachers had deep knowledge of child development and the cognitive development of written language structures in young children. In addition, their teachers had taken courses in linguistics, and they were not limited by commercial reading programs that presented simplistic phonics activities that distort the phonological elements of the language.
There is indisputable scientific evidence that the “Science of Reading,” which is based on the NRP report, and the idea of the “five pillars,” is not only based on a false premise about science, but it can impede the cognitive development of children when states use SoR to assert authority and control reading instruction in public schools.
In Ohio reading for meaning and the deep study of texts using visual clues are banned. Consideration of structure and syntax are disallowed. All are “prohibited practices” under Ohio law. If the public school in which the two children were engaged in science projects in their kindergarten-first grade classroom had been in Ohio, the principal and teachers would have been breaking the law.
Denying Young Children, The Opportunity To Develop Higher Order Thinking Can Negatively Change The Trajectory Of Their Lives
Based on longitudinal empirical studies of children reading, writing, and drawing, there is ample scientific evidence to state that the emergence of higher-order thinking begins in the second year of life, and possibly before. There is also enough forensic evidence to state that many of the studies by eminent literacy scholars documenting the complexity of 5, 6, and 7 year old children’s use of higher-order thinking when reading and writing is being suppressed by the Ohio State Legislature. Thus, it could be argued, that the state legislature is committing state sanctioned human rights violations by actively preventing children in public schools from participating in meaningful reading activities, -- for example, science projects like studying bees and spiders, that are of critical importance to the development of higher order thinking. Denying young children the opportunity to develop higher order thinking can change the trajectory of their lives.
The United Nation’s views restrictions on literacy and access to information as severe infringements on fundamental human rights. Such policies violate the internationally recognized right to education and the freedom of expression Under Article 26 of the Universal Declaration of Human Rights (UDHR) and Article 28 of the Convention on the Rights of the Child (UNCRC) which states that education must be directed to the “full development of the human personality.” Human rights organizations, including Human Rights Watch, argue that restricting access to texts in schools directly undermines the delivery of a quality, inclusive education. Human rights advocates, such as Amnesty International, assert that banning books and censoring educational materials prevents children from developing critical thinking, learning about diverse perspectives, and engaging meaningfully with society – all essential in a democratic society.
In Ohio All Educator Preparation Programs Are Being Threatened With The Revocation Of Program Approval If Non-Compliant With The Science Of Reading
On March 10, 2026, the principal investigator from Meadows Center for Preventing Educational Risk (MCPER) at the University of Texas, presented the findings of the $6.4 million audit of teacher preparation at all the public and private colleges and universities in Ohio, to the House Workforce and Higher Education Committee.
The slide of the teachers colleges in Ohio is from the Chancellor of the Ohio Department of Higher Education’s presentation at the same March 10 meeting.
At that meeting Tom Young, the Chair of the Committee stated, “We’ve had extensive interviews with all the public universities and private universities and got them on the record that they would be committed to adhering to the law and that was important. The decision for non-compliance was debated heavily so we decided if you don’t comply you don’t have an education department anymore. In essence that is the hammer we will use.”
A week later, on March 17, 2026, a meeting of the Workforce and Higher Education Committee took place that focused on the MCPER higher education literacy instruction audits evaluating how Ohio’s colleges of education were training teachers in the “Science of Reading.” (A link to the video hearings is included in the references.)
At that meeting Dr. Erik Porfeli, the Interim Dean in the College of Education and Human Ecology at Ohio State reports on the actions that have been taken to bring the University into compliance with the Ohio Science of Reading law. We pick up the questioning as Chairman Tom Young speaks directly to Dr. Eric Porfeli.
Chairman Young: Are there any questions? I have some. Thank you very much Doctor, you had indicated that you had achieved the 73 out of 73, in alignment, but there were 17 issues that they addressed, and you said there were only eight. And I do have a list of, of many of them, and just, just to let you know, we, you know and understand what hangs in the balance. Correct?
Porfeli: “Yes.”
Chairman Young: My concern is, how seriously Ohio State is taking this process. And by the way I look at it, you’re not taking it very seriously at all. And I want to address a few questions, but there are many lengthy ones. And I would like to, I will have them submitted to you, and I would like to have a written response because like I said, things hang in the balance here, and I’m very serious about this, and I’m not going to play games with it.
So, the first one that I’d like you to answer, is they gave you mandatory recommendations – revise course content to ensure alignment with the evidence based literacy instruction – that’s the number one prep issue with our, with this legislation. Would you like to comment on that?
Porfeli: Ohio State University is taking this seriously….faculty, staff, administrators, provost’s office, president’s office, board of trustees, are all in alignment with the commitment to be in alignment with the state standards….clearly, we had missed several items. I appreciate you citing that at 17…and when we were informed by the auditors that, in fact, those were the issues, we mobilized quickly and addressed all 17…within two weeks our provost, our president, attested to being in full alignment with the standards, both in terms of the science of reading standards, as well as removing content that was not in alignment with the state standards. …
Dr Binaya Subedi, Ohio State Interim Dean of the Department of Teaching & Learning: We are concerned, and starting last semester, after the audit report, we have systematically reorganized our curriculum … so we have a comprehensive plan moving forward, we’re going to have a curriculum approval sometime in summer, so that all courses are properly vetted, they’re assessed so that we don’t have, one book chapter that may address three cueing, or we, our PowerPoint that may address some of the issues that are prohibited in Ohio, so we’re working really hard and we’re very confident that our program will be very strong, our faculty are very committed on this, and we’re very committed to the bioscience of reading.
Porfeli: So, and Chairman Young, let me also add a point of emphasis, which is we are committed to adapting our curriculum, our professional development, and our engagement in K-12 education, to be fully in alignment with the science of reading…
Chairman Young: I appreciate that, and I know that the Chancellor has done an excellent job, and his staff and they’ll follow through with these questions because, this committee will be watching this. Look, this is very important for our state. We have committed hundreds of millions of dollars to this process. It is critical. … If you were sitting in my chair, you would be concerned. To write “Ohio has fallen” is not hyperbole. Ohio is well on the way to becoming a totalitarian state. The state legislature in Ohio is now controlling the language and thinking not only of young children at a critical moment in their social and cognitive development, but also the language and thinking of the faculty and students in Ohio’s Educator Preparation Programs in Ohio’s 48 teacher colleges.
Of the 73 Ohio audit metrics for Teachers of Reading (ADS) 60 referenced the Ohio Department of Higher Education (ODHE), and 59 of the audit metrics referenced the 2018 International Dyslexia Association’s Knowledge and Practice Standards (KPS). If we take this count one step further and do a count of multiple references to individual metrics, we find that there are 121 references indicating IDA KPS Alignment, and 77 references indicating IDA ODHE Alignment. The conclusion that can be drawn from these counts is that all the children in public schools in Ohio are being taught to read as if they are dyslexic.
“Reading” Nonsense Words Is Not Reading And The Idea That These Tests Reveal The Markers Of Dyslexia Is Not Supported By Science
As stated in my previous post on May 4, 2026, under Ohio’s Dyslexia Support Laws, dyslexia screening is a mandatory, systematic process separate from standard curriculum assessments. Every public and charter school district in Ohio must screen all students in Kindergarten through Grade 3 annually using an approved universal screener. Ohio law dictates that screeners cannot just measure general reading; they must look for the foundational neurological markers of dyslexia. The approved tools check for:
o Phonemic Awareness: Can the child isolate, blend, and manipulate individual sounds orally? (Reinforced offline in Amplify/McGraw-Hill).
o Phonemic Decoding: Can the child read nonsense words (e.g., “vob”, “rut”) to prove they are blending letters rather than memorizing shapes? (Tracked digitally in Lexia).
o Rapid Automatized Naming (RAN): How quickly can the child name a sequence of random letters, numbers, or colors? This measures cognitive processing speed.
The hourglass spider and the queen bee writing and drawings by children reveal how absurd these measures are. Reading nonsense words is not reading and the idea that these tests reveal that the neurological markers of dyslexia is not supported by science. Confirmation is provided by hard science. The ten year Google + Harvard Connectomics Project which represents a massive leap forward in neuroscience renders the current thinking of neuroscientists about the foundational neurological markers of dyslexia obsolete. The bottom line is that the massive international dyslexia industry is built on faulty science. The Harvard + Google Connectomics Project leaves no doubt that human neural architecture is vastly more complex, dense, and non-linear than our current artificial structures.
To be clear, it is scientifically impossible for Ohio’s “screeners” to identify children who are “dyslexic” based on this law enforced protocol. If the curriculum focuses on rigid, mechanistic decoding and decontextualized instruction protocols that have zero cultural, emotional, or personal relevance to the child, the student is highly likely not to engage.
For a child who has had Adverse Childhood Experiences and is still experiencing toxic stress, learning must feel safe, predictable, and relational. If they cannot find themselves, their community, or any meaning in what they are reading, the task becomes a high-pressure stressor that reinforces feelings of academic failure.
To prevent literacy instruction from re-traumatizing or alienating these students, schools must bridge the gap between cognitive phonics and emotional safety. This involves specific, trauma-informed literacy practices which are absent in U.S. public schools and are not recognized in Science of Reading state laws.
It could be argued that Ohio is in violation of the First Amendment of the U.S. Constitution, which guarantees five foundational freedoms: religion, speech, press, assembly, and petition. Added in 1791 as part of the Bill of Rights, the First Amendment primarily limits government censorship and interference, though these rights are subject to specific legal exceptions. One of the First Amendment rights is Speech – the right to express views, opinions, and ideas without government censorship. It also safeguards the right not to be forced to speak or agree with messages you oppose. In Ohio the forced fidelity to the Science of Reading is reinforced by threats of the closure of Educator Preparation Programs that do not comply. This constitutes government censorship, interference, and the transgression of the First Amendment.
There is ample historical evidence that democracies fall, and totalitarian states rise when the state apparatus is used to control every aspect of public and private life, including the education of children. Unlike authoritarianism, which only limits political freedoms, totalitarianism attempts to completely remake society based on an official, all-encompassing ideology that includes the reshaping of public education.
The Science of Reading is an all-encompassing ideology that prepares children to live in a totalitarian state. Reading is presented to children as a “static system,” and direct instruction, stimulus-response and operant conditioning are wielded as a Thorndikian weapon. Children are strictly controlled through centralized, state-designed curricula. The passing of Science of Reading laws is limiting children’s development of higher order thinking skills by removing their access to books and other reading materials and eliminating their opportunities to write.
Written succinctly, when teaching children to read is politicized and monetized democracy is threatened. In the U.S. the threat of totalitarianism is not monolithic. Some states are more resilient.
In Ohio the Science of Reading state law has accelerated the state’s democratic decline and provides a window through which we can question what is happening in the majority of state legislatures.
There is extensive evidence of the coercion of the Senior Administrations of Ohio’s universities and colleges to control institutional policies on educator preparation programs. There is now a statewide system of surveillance and enforced compliance of faculty in universities and teachers in public schools. Programs have been extinguished and endowed chairs have been terminated based on non-compliance with the findings of the National Reading Panel’s phonemic awareness and phonics meta-analyses.
The Five Pillars Have Become Iconic And Ubiquitous, And More Recent Science Of Reading Research Embeds Them Further In The Nation’s Psyche And Does Not Topple Them
In a document on ‘Reading Competencies,” published (Last Modified: 6/17/2025 3:30:32 PM) the Ohio Department of Education and the Workforce state that the “Alignment of educator preparation programs to the science of reading is a vital component of the Read Ohio initiative,” and in that context they reference the 2000 National Reading Panel Report. Here is the quote:
In 2000, the National Reading Panel identified five key concepts at the core of every effective reading instruction program: Phonemic Awareness, Phonics, Fluency, Vocabulary, and Comprehension. These concepts have become known as the five components of early literacy and reading instruction.
The same document also states:
Ohio Revised Code (ORC) 3301.077 requires reading competencies to be adopted by the Department of Education and Workforce. Reading competencies communicate what teachers should know and be able to do in order to provide effective reading instruction and support to students, inform credential and training programs, while also contributing to the development of the Foundations of Reading test (OAE 190) for educator licenses issued under ORC 3319.233 (A).
The reading researchers who were instrumental in founding the Science of Reading and some of the researchers who have embraced the SoR movement argue that there is more recent research to support the movement, but it is an undeniable fact that the NRP phonemic awareness and phonics meta-analyses are universally recognized as the foundation of the Science of Reading. The “five pillars” of reading instruction that the qualitative forensic analysis has established were decided upon a priori and a foregone conclusion in the NRP report. The five pillars have become iconic and ubiquitous, and more recent Science of Reading research embeds them further in the nation’s psyche and does not topple them. There are many more “5 pillars” graphics that leave no doubt that the NRP 5 pillars are an iconic representation of the political orchestration by George W. Bush, the Heritage Foundation, the Thomas B. Fordham Institute, and Fordham’s protégé the National Council of Teacher Quality, that has become bipartisan. The images are also indicators of the commercial enterprise.

For example, Ohio allocated significant portions of its $191 billion state budget toward SoR implementation. Meanwhile, states like New York have continuously signed multi-million dollar legislation explicitly earmarked for retraining teachers and purchasing SoR textbooks and universal screening tools.

School districts are now holding these multi-billion-dollar vendors accountable for actual, measurable reading score improvements. As a result, the commercial enterprise has expanded from merely selling textbooks to capturing secondary billions in continuous teacher coaching, digital dashboard tracking, and adaptive EdTech software. My next big push on Substack will be to publish the quantitative analyses. It is a somewhat daunting task, but the 36 previous Substack papers provide sufficient grounding in my research for readers to consider the implications of the data in broader social, political, and financial contexts.
In this paper the Science of Reading power grab by the Ohio State Legislature serves to document how the democratic fabric of higher education teacher preparation programs in Ohio is being destroyed by Science of Reading laws, and how the enforcement of a Science of Reading state reading curriculum in Ohio public schools is distorting the reading process and limiting the children’s ability to read and write.

It is important to point out here that “individual tutoring” is a reference to Reading Recovery. The egregious errors that the NRP made in their meta-analyses are uncovered when the findings of the NRP are juxtaposed with Camilli and his colleagues’ re-analysis and with my forensic analysis of the data which will be published in the next Substack post after this paper.

These are spurious effect sizes that are not supported by the NRP data, but they have been used as the basis for the Ohio State Science of Reading Law and Science of Reading laws in the majority of states in the nation. Keep in mind that Reading Recovery has been outlawed in Ohio and many other states accomplished by banning three-queing. In the next few pages, I am going to deconstruct the statement made by Ehri et al. because it is so consequential to the exposure of the fundamental flaws in the Ohio Science of Reading State Law.

The National Reading Panel used means and standard deviations for the experimental and control groups in their meta-analyses of multiple disparate heterogeneous studies. Their basic premise was that they could combine the averages from each disparate study the Panel had selected and represent it by a single number called an effect size. They couldn’t, but they did it anyway.
The panel stated that “the overall effect size of phonics instruction on reading was d = 0.41 (page 2-112). Camilli et al state this effect size was d = 0.24.
In the phonics section of the NRP report “growth in reading” appears 47 times. How the panel arrived at this effect size exposes the fundamental flaw in their analyses. The error is so consequential it has national repercussions.
The overall effect size for each treatment-control group comparison (NRP report Appendix G) within each study was based on a simple average of up to six specific outcome effects – word reading, word decoding, pseudo word decoding, spelling, comprehension, and oral reading (NRP pp. 2-92, 2-110).
The number of outcomes varied in the 38 studies from one to six. Some studies had a single set of comparisons while others had from one up to six separate sets of comparisons. It’s important to keep in mind that a study with six comparisons contributes more to the effect size of d = 0.41 than a study with one or two comparisons. Only one anomalous study had more than 6 “comparisons” (Vickery et al, 1987) - it had 8 comparisons. All 8 reported only a “general reading” effect size which disappeared and was not reported separately anywhere in the Table 3 (Appendix E) results in the NRP report.
The overall effect size of d = .41 for “Growth in Reading” is the average of the results from a series of vastly different experimental studies involving widely different phenomena that do not provide a measure of reading.
From the final set of 38 studies the NRP retained for meta-analysis, the NRP reports that “66 treatment-control group comparisons were derived” (pages 2-91, 2-92, 2-109, 2-111), and these same numbers are repeated in the Ehri et al 2001 paper.
In fact, a total of 79 comparisons (cases) is listed for the 38 studies presented in Appendix G. Of these 79 comparisons, 13 were either “follow-up tests” or were from studies that continued beyond 1 year, leaving 66 study comparisons that were used for most of the summary results presented in Appendix E, Table 3.
The detailed data for all 66 study comparisons (also for the 13 additional ones) is presented in Appendix G. This also includes data (where available) from each of the studies and comparisons for the 12 identified “characteristics” of training (5), participants (3), and study design (4).
The take-away right here is that Ohio State Legislature has made decisions about how children should be taught to read not on close observation of kindergarten and first grade children researching queen bees and hour glass spiders and constructing meaningful phonetic texts, but on random numbers of things including study design and characteristics of training lumped together and represented by a single number. It beggars belief.
Moving now to the reported overall effect sizes, it should first be remembered that the effect sizes reported for each individual study comparison are already the result of averaging the test scores of all the students participating in the study in the “experimental” and “control” groups, and so any differences in “characteristics” between the two groups or between individual students have already been “averaged” out in the results that the NRP started with.
Also, the available effect sizes – which ranged from 1 to all 6 – in each of the 66 individual study comparisons were averaged again across all studies, to result in an overall “mean” or “average” affect size for each of the 6 outcomes described above. The resulting “mean effect sizes” for each of the separate 6 outcomes are reported in Appendix E, Table 3.
The large variability in 66 different effect sizes (in the Appendix G data) that were averaged to obtain the overall effect size of d = 0.41 for “reading” is shown in the following chart.
The wide scatter in the 66 study comparison effect sizes -- with 6 negative, 8 at or close to zero, and 5 well above 1.0 -- clearly shows that “0.41” is not a meaningful number to represent the “overall effect size of phonics instruction on reading” -when to judge the strength of an effect size, a value of 0.20 is considered small, 0.50 is moderate, and 0.80 is large.
Ehri et al: Effects were larger when phonics instruction began early (d = 0.55) than after first grade (d = 0.27)
On December 8, 2025, I published a paper on Substack about the NRP comparison of the effectiveness of phonics instruction for kindergarten and first grade students compared with the effectiveness for second through six grade students. Here I am verifying the forensic analysis by asking AI “your thoughts” about the Ehri sentence.

The comparison fails (the confounding effect) because of this lopsided distribution, what the NRP presented as a developmental trend (that phonics naturally becomes less effective as children get older) was actually an artifact of changing student demographics.
The NRP was not comparing “older vs. younger” students. They were comparing “typically developing beginners“ vs. “older, hard-to-remediate struggling readers.” End of AI conversation.

It’s the Queen Bee and Hourglass Spider phenomenon. Deprived of experiences in which children are actively engaged in the construction of meaningful texts, reading comprehension did not improve in the Direct Instruction operant conditioning studies selected by the NRP.
In the NRP phonemic awareness and phonics meta-analyses children were taught using Direct Instruction stimulus-response exercises to ensure children remembered the decontextualized phonemic awareness and phonics skills on which they were tested.
The erroneous assumption is that Direct Instruction in phonemic awareness and phonics has a positive effect on children reading cohesive texts

The lack of standardized definitions for Reading Disability (RD) and cognitive limitations is one of the most glaring flaws in the paper’s framework.
Because the NRP looked across 38 different experiments, they inherited 38 different ways of defining a “struggling” reader. One original study might define a reading disability using a strict IQ-achievement discrepancy model, while another might simply classify any student scoring below the 25th percentile on a local standardized test as “disabled.”
When Ehri et al claim that phonics did not help “low achieving readers that included readers with cognitive disabilities,” they are grouping very different student profiles together. Ehri and her co-researchers based this statement on NRP’s analysis of a study focusing on Reading Recover by Tunmer and Hoover’s paper in the phonics section. A second paper on Reading Recovery by Iversen and Tunmer was used in the phonemic awareness section meta-analysis.
The forensic analysis found that the Tunmer and Hoover paper and the Iversen and Tunmer paper reported the same study and used the same data, although in the NRP phonics section implied they were different. Iversen and Tunmer is called “a very similar study” (p.2-130). There was only one study parsed into two research articles, with large chunks of text identical in both the peer-reviewed published accounts of the research. The forensic analysis of the NRP’s analysis of the Iversen and Tunmer, and Tunmer, and Hoover peer reviewed papers took several months to complete, and the findings are directly relevant to the Ohio Science of Reading state law, because the NRP’s use of Iversen and Tunmer and Tunmer and Hoover’s findings are integral to what has happened in Ohio. Again, I asked AI to weigh-in.

Also, Reading Recovery and the reading series developed by Fountas and Pinnell (also banned) are the only programs that cannot be traced through Engelmann to Skinner and back to Thorndike. The philosophy of RR and F&P reflect John Rawl’s Theory of Justice. But Reading Recovery has been unjustly eviscerated and Fountas and Pinnell have been similarly unjustly vilified, and their reading materials have been banned, and in one instance burned. When teachers are told to prioritize explicit phonics and “teaching for meaning” is effectively banned or heavily restricted, it causes a profound assault on their professional identity, pedagogy, and understanding of how children learn to read.
Banning the pursuit of meaning is an attack on the thinking of teachers as scholars and practitioners. It reduces a deeply human, creative process into a rigid, highly regulated, mechanistic, predetermined script.
Unlike the Chancellor, in my experience teachers are wiped-out, hurt, shocked and in disbelief. I am including in this post statements by Reading Recovery teachers from multiple states who make it abundantly clear that what is happening in Ohio and nationally is bad for children, bad for their teachers, and bad for the country. The Science of Reading is a catastrophic mistake. What follows are the teacher-initiated reactions of teachers to the outlawing of Reading Recovery.
